What day is the lawn service in the community?
Lawn service takes place every Tuesday (weather permitting).
What day is the pool serviced?
The pool is serviced every Tuesday during pool season. The weekly reports from Silverline are posted on the homeowner portal.
Light Poles within the Parkway Heights Neighborhood:
The light poles within the neighborhood are maintained by Lenoir City Utilities Board (LCUB) and not the HOA. Any issues should be reporting with the light poles or electrical wires should be reported to LCUB directly and not Cedar. Reporting to LCUB directly will ensure faster service. Please be aware that the light poles are also on sensors.
Parking within the neighborhood
Each Unit includes parking spaces in front of the home. The spaces are measured from downspout to downspout. Do not park in anyone’s spaces but your own, without permission.
Parking in front of mailboxes or fire hydrants is strictly prohibited and may result in your vehicle being towed at your expense.
There is a limited amount of overflow parking on the street at the curbed areas that have been marked and designated for visitor parking ONLY. Parking in visitor spaces is limited to 48 hours. Parking in these spaces longer than 48 hours may result in your vehicle being towed at your expense. There is no parking at the front entrance.
- Parking on any grass area is strictly prohibited.
- Any and all work trucks/vans, trailers, RVs, campers, snowmobiles, jet skis, boats, etc. must be parked off site. Parking these vehicles on the properly overnight is strictly prohibited.
- Extended maintenance of vehicles is prohibited, 1.e., cars on blocks or jack stand(s).
- Vehicles that are non-drivable, such as those with expired tags, flat tires (more than a week) need to be covered, if they are not maintained.
- Portable/Rental storage units, i.e. PODS are permitted, for a period 7 consecutive days, with prior notice to property management & the date of placement. A storage unit may be placed ONLY in the parking spaces in front of your home. Storage units may not infringe upon neighboring properties. Any violation of these rules for storage units may result in its removal at your expense.
Any vehicle parked in a non-designated parking space may be towed at the owner’s expense. NO EXCEPTIONS. If your car is towed from a non-designated space, you may contact Cedar Bluff Towing at (865) 966-0050
What is the speed limit within the subdivision?
The speed limit in Parkway Heights is 14 miles per hour and is posted clearly at the entrance to the neighborhood. Please watch out for pedestrians and remember that children and pets live here too! Violators may be subject to fines for speeding.
Information Regarding the New Subdivision behind Parkway Heights:

Please be advised of 2 separate issues concerning the new subdivision on Bob Gray.

1. Common area – Water run off – this area is maintained by WKUD & was updated by WKUD In 2022 so it would not fill like a pond, due to extensive rain. Recently, due to all the grading behind it and installation of the developments water line, it filled with red clay mud, making the entire area soggy. Once it was stable, WKUD, who was aware of the situation, came out to lay ground cover over the muddy mess. The water flowing into that runoff, when needed, is solely used by Parkway Heights. There is no connection into our runoff by the new development. The red clay mud was a by- product of the development and not intended. A picture of the ground covering by WKUD is included.
2. Sewage line connection – The development Plan has been posted to the county website since Sept 2024. It is still there and available for download. It does show the new development connecting to sewer lines located in Parkway Heights.
For that to take place, the developer needed an easement granted by 2 homeowners. Easements were granted from those homeowners’ private property.
While it was suggested to all homeowners to thoroughly read and consider not granting any easement if asked, it was still the decision of each homeowner contacted and NOT a decision to be made by the HOA or any other homeowners. Again, this plan has been posted for public viewing since September 2024 and available for download, Signs remained in place in the community for months after the posting, the website has been discussed at several public HOA meetings and this announcement will remain up indefinitely. A homeowner who lives near the easements contacted WKUD to inquire how this could affect their sewer line. They were assured it would not affect their or any existing sewer line throughout PH. If a SEWAGE backup were to occur, WKUD would be handling it and they can be contacted by any homeowner. They do NOT anticipate any disruptions or backups. WKUD also advised they will be taking care of the ground repair, concerning the easement locations on homeowners’ private property, where the connection is occurring. WKUD is well on top on things, friendly and forthcoming with answers to all concerns.
This is not an HOA handled issue. To clear up any confusion and calm down escalating rumors, it was felt necessary to again advise of the public development plan for Bob Gray Rd, available since Sept 2024, WKUD is handling and in charge of the sewage connection, our common area water run off is not being used by the new development. If you have further questions about the sewer connection, that can not be answered by the Development Plan, we encourage you to reach out to WKUD.
ARC Requests
Please note there is a non-refundable fee of $25 for each ARC request submitted, and there may be additional fees assessed by the HOA depending on the type of request that could be charged to your account. Please note that your ARC review period does not start until all required documents are provided for your request. If information is missing, you will be asked to provide the needed documents in order for your ARC review period to begin.
Rural Metro
PHHA DOES NOT pay for the yearly Rural Metro dues. Please contact Rural Metro to set up an account and pay the yearly membership dues.
